DIRECTIVE FOR COMMANDER, HONG KONG
Report by the Joint Planning Staff
In anticipation of instructions we have prepared a directive for Lieutenant General F.W. Festing, C.B., C.B.E., D.S.O., on his appointment as Commander, British Forces, Hong Kong This title we consider the most suitable to describe his appointment.

A draft directive is at Annex. We have consulted the Colonial Office.
Recommendation
3.
We recommend that the Chiefs of Staff submit the directive at Annex to the Defence Committee for approval. After approval by the Defence Committee, we recommend that the Chiefs of Staff send this directive to the Commanders-in- Chief, Far East, for transmission to General Festing.
