On the other hand, I fully realise that military security measures cannot safely be left till the last moment. We have so far not been given any clear idea where the difference of opinion, if any, between the military authorities and the Governor lies; what measures the military authorities want to take now, and what measures the Governor is only prepared to take if it is ruled that military considerations must come first.

In all the circumstances, I suggest, first, that we require more information and secondly that the matter is for Ministerial decision after full consideration of the points discussed on page 3 of the minutes of the China and South East Asia Committee on 19th May.
