Sir Sir Henry Moore and Admiral Layton. Under this

Admiral Layton was appointed in supreme command

in Ceylon with a directive of which the following

was the essential passage :·

"6. The Governor will continue to exercise his

civil functions and to address the Secretary of

State for the Colonies, subject to the following

provisos:

(a) He

He will take no decisions on matters

touching upon military issues without

prior consultation with you.[is. Admiar weyton]

(b) He will consult you before raising with

the Secretary of State any matters

touching upon military issues and if

you disagree with the views of the

Governor, you will report your views

to the Secretary of State along with

those of the Governor.

(c) In the last resort, if you consider

that any action by the civil authorities

may prejudice the security of the island

or essential preparations for offensive

action, you may override them. In this

event you will report immediately to the

Secretary of State for the Colonies".

The directives to Admiral Layton provided further

that if he felt that a situation had arisen in which

the services of the Civil Government could no longer

operate effectively, he would take such special

measures, in substitution of the civil administration,

as he might judge to be immediately necessary and

would report immediately to H.M.G. He was given a

dormant commission to enable him to assume the

administration, and it was contemplated that in

that event Sir H. Moore would remain with Admiral

Layton as his Chief Political Adviser.
