The date from which the notice would be liable to run to be reviewed periodically and advanced or made firm according to developments in China or Hong Kong.

The planning of the move in (B) above could be well advanced and should include visits by reconnaissance parties to Hong Kong.

Provided the move in 4(A) above does not result in a serious deterioration of the political situation in Malaya we do not consider that it would seriously prejudice operations in Malaya to which a successful defence of Hong Kong is of great importance. We will take all this into account. To minimise any possible adverse effect on these operations
arrangements are being made to intensify pressure on the bandits during the next two (months?) making use of all available forces including those in
paragraphs 4(A) and (B) above. These forces will not be withdrawn from operations until actual notice to move has to be given.

The preparations for the move in paragraph 4(B) would not interfere with operations in Malaya the move itself would be more serious but within the ten days notice there would be ample time to adjust operations in Malaya and to obtain your concurrence before any actual withdrawal of troops from Malaya took place provided that the visits referred to in paragraph 5 had been carried out.
