Chinese political party on this subject has been unprecedented, and as you know we are of the opinion that they are not likely to launch an open attack on the Colony.

We should avoid anything that might disturb this state of affairs or, and this is perhaps the more immediate danger, cause the Communists to make the nuisance of themselves inside the Colony that they undoubtedly could if they wished to.

In particular such statements as that troops are being sent to Hong Kong to fight Communism, or to halt the advance of Communism in South East Asia should be avoided.

The Governor might be asked to draw attention once again to the statement made by the Minister of Defence in the House of Commons on the 22nd June

this year, and in particular to the passage in which the Minister said:

83 "Our object is to maintain the friendliest possible relations with whatever may be the Government of China, at the same time taking into account our obligations to the people of the territory
