We discussed, and I have now had a chance to read the enclosures to the D.0.1 from the Commonwealth Relations Office herewith.
Myself, I feel it is a pity that "X" on
page 2 of the communication to our High Commissioners
in the old Doms, and in the new Dominions has to go in. I know it

is part of the Cabinet conclusions but I should have felt much happier if it had been possible to leave it out. However, it is not, perhaps, our business. But I entirely agree with you that, if the annexes to the Chiefs-of-Staff's report circulated in C.P. (49) 100 are going to be sent to the Dominions, they must also be sent to Hong Kong and the Commissioner-General, South East Asia, and each should be told of the despatch of the annexes to the older Dominions for
communication to the Governments of those Dominions, and of the despatch of the annexes to our High Commissioners in the new Dominions.
