I enclose the report I have prepared following my visit to Hong Kong. I have cast it in a form in which it would, I think, be suitable for circulation to the Cabinet if you are in favour of that course. For the present however, I am sending a copy to the Secretary of State for the Colonies only in addition to yourself.
