Take action to ensure the reliability of the Police Force

(a)

The Chinoso members of the Polico Force cannot be regarded as wholly reliable, but could be relied on to deal with the refugee problem provided they had military backing.

Except for a few Europeans and Eurasians, there is no manpower

available for an auxiliary Police Force except the unreliable Chinuse population.

(c)

Establish an organisation to deal with refugees.

(a) Make arrangements for registration and

food rationing to discourage

illegal immigration.

(e) Continue the development of intelligence

organisations in the Colony on a joint Service/Civil basis.

(0)

The recruitment of a separate force would prejudice recruiting for the I.K.D.F.

(c) & (a)

f

We agree with the Colonial Offico that it would be impossible to recruit an Auxiliary Policu Force, but consider that attempts should be made to increase the sinc of the existing Policu Force and that the possibility of recruiting an extra infantry battalion in the H.K.D.F. should be examined, The possibility of expanding the police force by recruiting further Europ.uns or Asiatics, other than Chinese, should be examined. In addition the expansion of the waterborne police force should be cxanin.d.

Wo agrou with the C's-in-C that an

organisation should be established to deal with refugues, and that arrangements should be made for registration and food rationing

in order to discourage illogal Lui- gration.
