Hong Kong Emergency Measures.

On 14th January 0.0.S. considered appreciation of

present

Hong Kong's present situation in the light of

£

Commanders-in-Chief Far East SEACOS 872 and the

Colonial Office memorandum, copy of which accompanied

Paskin's letter 94001/28 of 5th January to you and

Commissioner-General.

2. C.0.S. reached following conclusions:-

(a) Internal Security threat may materialise before

third quarter of 1949.

(b) Most immediate threat to Colony is vast influx

of refugees; Communist inspired strikes may occur

simultaneously. (It was pointed out to C.0.S. that such

strikes might conceivably even precede influx of

refugees.)

(c) Repercussion of such influx on internal security

and administrative commitments in Hong Kong would be

extremely serious.

(a) Military garrison must therefore be prepared

to concentrate at present on aiding Civil Government in

meeting refugee threat since possibility of external
