4. Action by Civil Government

The Civil Government should be cncouraged to take all possible measures to free the Hong Kong garrison for its primary task of resisting extemal aggression. addition to the formation of the H.K.D.F. the Civil Governant should;

(a) Take action to ensure the

reliability of the Police Force

(2) The Chinese members of the Police

Force cannot be regarded as wholly roliable, but could be relied on to dual with the refugee problum provided they had military backing.

Establish an Auxiliary Polico Force.

available for an auxiliary Polico Force except the unreliablo Chinese population.

Establish an organisation to deal with refugees.

To agree with the Colonial Office that it would be impossible to recruit an Auxiliary Police Force, but consider that attempts

should be made to increase the size of the existing Policu Force and that the possibility of recruiting an extra infantry battalion in the H.K.D.F. should be examined. The possibility of xpanding the police force by recruiting further Europeans or Asiatics, other than Chinese, should be examined. In addition the expansion of the waterborne police force should be examined.

in order to discourago illogal immi- gration.
