General:
The main lesson so far as the HONG KONG Volunteers are con- corned, is that there is a vital need for their reconstitution. With the present size of Garrison refugees-cum-arlord activity accompanied by Internal unrest can so embarrass the Garrison that HONG KONG Colony can be made virtually untenable. The Infantry Battalion and Auxiliaries are the most immediate requirement and should recruitment of these two elements prove unsatisfactory it will probably be necessary for the GOC to ask urgently for another Regular In.antry Battalion from elsewhere. This, of course, could ill be spared.

In conclusion it must be recorded that Exercises of this nature pay a big dividend and sorve to emphasise the necessity for close liaison between the Civil and Military Authorities.
