(3) To attack cities. This proves that comrades in Kwangsi have failed to grasp the meanings of peasantry struggle and MO'S thoughts.
We should now have our eyes on the border regions, so that when receding, we can attack; and when retreating, we can defend. ke must direct our work on the following lines :

As a policy, we must rally the upper and unite the Lower,; we must endeavour to obtain their neutrality, if not their active sympathy.
To carry on by means of armed struggle; but the above method must not be forsaken,
Should we fail to penetrate the enemy, we must not gight on a protracted basis; we must learn to outflank the enemy. There are two kinds of outflanking, namely :

Minor outflanking. To outflank the enemy by armed forces and our party.
Major outflanking. To outflank the enemy by "jumping over other places. If we are not familiar with local conditions, what should we do? In that case, we should in the first place prepare an "outflanking point".
In YUNNAN Province, we have got not alone this influence. From information available, it can be adduced that LAU († and FONG (
) are rendering service to the people. They may
be utilised on the following grounds:

They would not do any harm to us; and
They have çertain connections with us through CHEUNG CHUNG'S ( Hệ ) family. Therefore, we may use them more frequently, as a "bridge" and use CHEUNG CHUNG'S name to absorb their masses.
We have local organisations, size of which is not known. Why did we fail to expand? It was because of insufficient liaison with the upper. To-day we have lost the opportunity. We should develop our strength and await opportunity. Our present methods should be :
To develop the party during course of action. But, action will bring the hands of enemy on us, and "hiding" without action 18 incorrect. We must act and persist in doing so. Comprehend the conditions fully and prepare for reception of our influence when it reaches there.

During course of work, we should pay attention to two questions, namely: (1) Courage, and (2) determination.
In the South, we have had experience of defeat, but not ex- perience of victory. During the civil war days, we concentrated on opposing "blind leftism"; while after the Japanese surrender we laid emphasis on exposing the blackness of Kuomintang areas.
