Thank you for your letter (94001/28/49) of 24th February, about the wiring of the Hong Kong frontier. When the Chiefs of Staff discussed this previously, they were under the impression that the wiring would take some considerable time and the fact that it will only take four days when required alters their views. They have asked me to let you know that, in the light of the telegram from the (21) Governor of Hong Kong, they are now prepared to accept the views of the Local Defence Committee that the wiring should not be done until the refugee threat appears imminent.
