Likely Communist Policies
and Actions.
(a) It is not likely that the Chinese Communist authorities will deliberately withhold information on meteor- ological matters, but it is possible that they will not make any move themselves since in the absence of air services etc. in "liberated" China they will not have found much need of accurate meteorological informa-
tion.
Action by Hong Kong.
The Director of Royal Observatory, Hong Kong, should seek to establish exchanges of information with the Communist meteorological authorities as soon as possible, on the grounds of the general interest both to China and to Hong Kong of proper weather information.
In the period before recognition the D.x.0. might write informally to the Directors of Regional Chinese Meteorolo- gical Bureau in order to establish arrangements on a working level.
As soon as a Central Chinese Communist regime is recognised a more formal letter from the D.R.0. to the Head of the Ghinese Meteorological Services should be sent, possibly through H.M. Ambassador in China.
