Travel - Frontier and Passport Formalities.
As a result of the critical shortage
of accommodation in the Colony you have of
course already adopted wide measures of
immigration control. It is however
doubtful whether in the special position
of Hong Kong control of Chinese immigration
would be a suitable weapon to employ merely
in retaliation for restrictions imposed
upon the entry of foreigners into China.

I agree that it will be undesirable
to permit Chinese Communist officials to
organise meetings or make public speeches in
Hong Kong; it will however hardly be
feasible to prohibit such activities by
their adherents and stooges in the Colony
or by the Communist successor to the present
Special Commissioner, Mr. Kwok.
