I attach a copy of the section on Meteorological Services from a memorandum submitted by Hong Kong about various aspects of their policy towards the Chinese Communists.

This memorandum is being considered from the general political standpoint on Hong Kong Department papers and I should be grateful for any comments you may have on the attached section.
