Affairs, that Mr. John Fearns Nicoll, C.M.G., has been selected for appoint-
ment as Colonial Secretary, Hong Kong, in succession to Mr. D.M. MacDougall,
C.. G., who is retiring.

Ar. Nicoll was born in Carlisle, Cumberland, in April, 1899, and was
educated at Carlisle Grammar School and Pembroke College, Oxford. He
served as an administrative officer in North Borneo from 1920 until 1925
when he was appointed to the Colonial Administrative Service in Tanganyika.
