Chinese Reform Association which is ostensibly concerned with local constitutional reform has released to the press resolution urging inter alia, early recognition of communists, declaration of good neighbour policy by Hong Kong Government, initiation of negotiations at Canton for a trade agreement and "negotiations in respect of new territories to be initiated on the spot at city of Kowloon on basis of principles", of "Treaty of Friendship 1943". This organisation harnessed under new Societies Ordinance has shewn its hand as a communist potential tool operating under the guise of advocating constitutional reform in the Colony. It is proposed to warn them that they must not engage in activities not stated in their objects and reasons as set out in their application for registration.
