Governor Hong Kong Fo, 419

My preceding telegram.

Following from Paskin, Begine,

Following are comments of Legal Adviser on

Singapore Societies Ordinance. Begins.

Reluctant au one is to pat sny hladrance in the wẠY of the local goverumente iu suy measures which they think neceusary for the restoration or preservesien of order, I feel obliged to call attention to certain legal obstacles to the policy proposed, My object in doing so as to suggest that steps should be taken to amend the law for theith, in order that the Goverumpės muy avoid legal difficulties when their plao is put inte operation.

In the Federation, as an interim resgure, the High Czumissioner proposes to declare certain political associationg "unlawful societies" under section 8 of Ordinance No. 11 of 1947. I see un difficulty here.

He proposes in due course, however, to substitute an Ordinance on the lines of chapter 217 of the Straits Settlements Lawe, and the Governor of Singapors will act under that law as it etsTAB. Purther. Hong Kong else wish to Legislate on the same lines, It is the procedure under the 3braits Settlements law about which I feel doubtful,

If societies are registered, or exempted from registration by the Registrer under section 4(1), they can be declared unlawful by order under section 17; that should suffice. One point which might with advantage be looked into, is whether there should be express provision for cancellation of registration chon such an order is made though this may be of

little practical importance.
