As will be seen from the minutes on 52928/20/49 we have run into legal (apart from possible political) difficulties as regards the application in Singapore of the policy advocated also by the Governor of Hong Kong in his telegram at No. 8. As therefore it seems very likely that the Bill to be introduced in Hong Kong is very similar to the existing Singapore Ordinance, in relation to which these legal difficulties have been introduced, it is very desirable that the introduction of the Hong Kong Bill should be deferred.

Telegraph therefore to Governor as in draft herewith.
