Bill will contain a duration clause and objects and reasons will state plainly that it constitutes in certain of its provisions a temporary break in traditions of British Government in the Colony but that this is rendered necessary by disturbed state of world to-day. The Bill will be introduced in the Legislative Council on 13th April.
