We will do our best to let you have our comments. by 25th February, but I am not optimistic that this will be possible since there will be little time before that date to consider coments of those to whom your telegram was repeated.

As an indication of the kind of issues involved we have in mind that the parallel action in the Federation to which you refer in your parsgraph 6 (i.e. presumably proscription of the Societies in question by the High Commissioner in Council under Section 8 of Ordinance No. 11 of 1947) would be much more drastic in its consequences than the action contemplated in Singapore (e.g. Section 14 of the Federal Ordin‹nce). Moreover could be taken High Commissioner would have to be zatisfied that the activities of each Society were such as to bring it within the purview of Section 8 (1).
