As you will have seen from my telegram No.206 to Commissioner-General, repeated to you as my No.372 various legal complications are under consideration here.
As these may also arise in relation to the
Hong Kong Ordinance, I should prefer that introduction of Bill in Hong Kong should be deferred until I have had time to consider it and to consult further with you. Bill has not yet arrived.
