So far as I am aware the Foreign Office have yet to say whether they now agree to the action to be taken against foreign political parties in Hong Kong. As suggested by Mr. Sidebotham, I have, therefore, drafted a short letter to Mr. Scarlett seeking urgently his concurrence in a draft telegram to Hong Kong authorising the Governor to proceed.

In the draft telegram I have indicated our support for the Governor's intention to treat all foreign political parties alike and referred again to the need for provision in the Bill permitting individual membership of parties not active in the Colony.

The points about the draft Rill raised in paragraph 3 of the Nanking telegram at (36) and the remaining suggestions made by Mr. de Comarmond in his note at (25) do not, I think, call for any specific comment and are best left to the Governor to consider and adopt or not as he sees fit.
