In the meantime you and Gurney may like to know comments of Legal Advisers on existing Singapore Ordinance as to which see my immediately following telegram.

3. A Bill has also been received from Governor Hong Kong which you may like to examine in case it contains any features which you may wish to incorporate. This Bill is now under examination in the Colonial Office. In the meantime Governor Hong Kong is being asked to send you coples of his Despatch No.14 of the 8th April with copy of Bill.

In the meantime also please repeat to Hong Kong copies

of telegrams under reference.
