Reference Mr. Rees Williams' minute/below: if we are to be in a position to speak categorically on the question of closing the land frontier, I think we must telegraph to the Governor for information on a number of points.
(a) To attempt to raise locally a gendarmerie to assist
the police might possibly have a most prejudicial effect on recruitment for the reconstituted Hong Kong Volunteer Defence Force.
(b) We know that the Governor contemplates having to
call for military assistance to carry out such an operation. We should clearly

political effects in China of such a step, which would involve, as I see it, a radical change in the present policy of the Hong Kong Government.
