Control measures
(a) All Chinese proceeding to Hong Kong
from countries other than China are now required to carry proper travel documents.
(b) We are in consultation with the Governor as to the practicability and/or desirability of closing the land frontier of Hong Kong to prevent a serious influx of refugees by land (it would be difficult to prevent considerable numbers from entering by sea).
