I suggest therefore that the most satisfactory course now would be for us to have a meeting with Mr. Rees-Williams, if he is agreeable, with a view to running over all the steps which are being taken and any further suggestions which we may feel able to put to Hong Kong. If anything useful emerges from that meeting, we should be able to put our conclusions into one telegram to the Governor thus avoiding an irritating trickle of suggestions.
