Dear hayter,
I feel that it might help if I recapitulated very briefly the main points which I made to you this morning when you were good enough to see me about Telegram No. 581 from the Governor of Hong Long to the Secretary of State for the Colonies.
Sir Alexander Grantham makes two requests :
