The Special Branch needs strengthening as soon as possible in the intermediate ranks. I offer no criticism of the Officer in charge who works extremely hard and in a comparatively short time has built up a reasonably good organisation. But there are gaps which he him- self recognises and these arise from a shortage of staff at the level where a quiet and methodical examination of potential trouble should be systema- tically undertaken. There is a shortage of trans- lators but further appointments are in hand.
I feel sure that if Coveney could come to Hong Kong for a few days before returning to the United Kingdom it would be well worth while.
