The telegram at No. 9 (to which No. 12 is reply) was sent by direction of the Secretary of State as a result of a discussion in the Cabinet. The Secretary of State may therefore like to have a copy of No. 12 with him when the question of Hong Kong is next discussed in the Cabinet in case there is any further reference to it.
I do not think however that the Cabinet need be formally troubled with this matter especially in view of the decision which was subsequently taken to appoint a Commander of all the forces in Hong Kong whose view would prevail over that of the Governor, in the event of any difference of opinion about the taking of any security measure.
