HONGKONG, May 25 Your Correspondent learns reliably that as soon as administrative arrangements can be made the Government intends to introduce a registration scheme which is expected ultimately to take in the whole population of the colony, foreign and Chinese.

Basically a security measure, the scheme will, however, assist the authorities to estimate the colony's food requirements and the increase in population. Under the present plans, registration will at first be voluntary and will be confined to Government servants. The next affected will be employees of the leading commercial concerns. Eventually regis- tration will probably be compulsory for the whole population.

It was confirmed to-day that the Chinese destroyer Lingfu, formerly H.M.S. Mendip, is to be returned to Great Britain by the Nationalist Government. China received the Lingfu from Britain last year with the cruiser Aurora, which was renamed the Chungking. The cruiser and her crew went over to the Communists, and she was sunk by the Nationalists in Hulutao harbour recently. The Lingfu has been in the Royal Naval dockyard here for some time, and the formal transfer is expected soon.
