The Secretary of State in a minute/on your temporary file stated that "it is desirable that we should have an appreciation of the registration and refugee problems in Hong Kong. And if the registration scheme is not in operation, what the programme is in view of the shortage of time before the danger to Hong Kong becomes immediate."

A telegram on the refugee problem went on yesterday to Sir C. Jeffries and has, I understand, been circulated to the Secretary of State. I now submit a telegram on the registration question quinted
