NEW ORDINANCE IN

HONG KONG

Compulsory Registration of

Residents

HONG-KONG, Tuesday.-An ordinance pro- viding for the compulsory registration of people in Hong-Kong will have its first read- ing in the Legislative Council to-morrow. Under the Bill the authorities will be em- powered to record fingerprints and take photographs.

It also proposes to authorise the search of any place in which it is suspected there may be evidence of contravention of the ordinance. Any person may be summoned for question- ing for the purpose of carrying out the pro- visions of the measure.

Every person residing in the colony must register, and those entering must do so within seven days. Identity cards will be issued to everyone on the register.

The official explanation of the reasons for the ordinance. is that the primary object is to aid measures which may be found neces- sary for the maintenance of law and order for the distribution of food supplies.

It said the need for such legislation is primarily related to the conditions of world- wide political and economic unrest.
