Gentlemen,
I am directed by Mr. Secretary Creech Jones to inform you that, by arrangement with the General Post Office, a Mr. Arthur Thomas Welch is to be loaned to the Government of Hong Kong for a brief period; and to request that an air passage may be booked for him as soon as possible after 7th September to Hong Kong. Mr. Welch will be entitled to hotel expenses (if any) en route and to a daily allowance of five shillings. A sum sufficient to cover these charges on his way out should be supplied to him on embarking.

2. It would be much appreciated if your representative could get into touch with Mr.G.F. Saffery of the General Post Office (telephone Headquarters 1234 Extension 4132) so as to complete arrangements in regard to inoculations etc.
3. All expenses in this matter are to be charged to the Hong Kong Government quoting the Governor's Secret telegram No.873 of 22nd August, 1949.
