Objects and Reasons.
1.
There is provision (in Ordinance 7 of 1926), in the
event of any suspected breach of the law, for any postal packet to be
intercepted and opened for inspection, and somewhat similar provision
(in Ordinance 18 of 1936) for the interception and disclosure of

any message transmitted or received by telegraph, but it is desirable
that there should be similar express provision to order the intercep-
tion of messages transmitted by means of the telephone when this is
done in furtherance of a suspected offence.
2. The object of this Bill (clause 2) is to remedy such
omission in the principal Ordinance by providing that the Governor
may by warrant cause facilities to be given for such interception and
for a record of a message or messages to be made if necessary in the
course of investigation of offences.
