"On two occasions, the War Committee decided that a scheme of food rationing in time of war must be prepared. Committees were formel to carry this out, but on both occasions reported that the difficulties were so great that food rationing was impracticable; and, on one occasion, that if it was necessary from the military point of view, it was up to the military to prepare a scheme. The position was certainly complicated, but I do not believe that the difficulties were insurmountable."
