EDUCATION.
Malay Schools.
95% of Malay Schools are under Government control and further immediate steps are being taken to take over the balance.
Indian Schools.
95% of Indian Schools are under Government control or are affiliated.
No recommendations are necessary therefore in respect of these two classes of institutions.
Chinese Schools.
The
Chinese Schools are the most fertile breeding grounds for Communist doctrines. solution proposed by the Education Department for increasing their inspecting staff is one that needs urgent action.
Night Schools.
One of the chief difficulties is that Chinese night schools have no set syllabus of work, a fact which affords many opportunities for subversive political discussions. It is agreed that close supervision is most necess- ary and that the views of the Education Department in this matter should be given full weight. Early attention should be given to the need for political information in the Chinese branch of the Education Department.
Mass Education and Night Schools.
Adult evening classes are functioning in the Federation of Malaya, and the Education Department is satisfied that the programme for these is adequately controlled.
Youth Movements.
The encouragement of non-sectarian Youth Movements, such as the Y.M.C.A., Y.W.C.A., Boy Scouts, Girl Guides, Sports Associations etc., youth movements in kampongs and the provision of premises and playing areas wherever possible would go a long way towards training the youth of the country on proper lines.
