The wording is objectionable. Then again, near the

Chinese yow Year, I wrote a ohit to him, as I had

bean informed by the foreman of the District that he

was engaging extra coolies for the purpose of cleansing

the District. At Chinese New Year, there is a lot ur

extra rubbiɛn tu be gathered ử and we genuralis have

oraers to engage extra couliss. I heard that he WISH

engaging than without authority, wid I said that he

could not do that at present, that we had better wait.

Inspector C'alloran came to the office and made a

noise about it. Then a few days after inat again, he

owne to the office when I had had orders to engage

coolies, and in consequence of a chit that I had sent

in saying that he was entities to engage 40 ooclias for hia District. I asked him to send for the

contractor that supplied' the coolie labour, Sir, and

instead of doing so, he came to the office and he said

that he positively refused to send to the contractor

for the men, although I had alroudy ordered the men

for him, Sir. After that, it came to my knowledge, mir,

that he had already engaged men in his District, the

sum total of the men heing 100. The foeman of the

District has not been paid for these men up to the

present date, Sir. I brought the matter before Dr Alkinson, as I thought it was my duty tu du, and the

outcome was that the ooclies are not paid for, the man

has had to forfeit their wages. The men were actually

engaged.
