frontier with arms has not been settled, but personal negotiations with Dr. T. V. Soong have taken place. Dr. Soong appears genuinely anxious to settle the affair quickly and quietly. Hints have been given to him that if the Chinese intend to be hide-bound and legalistic about small matters such as this on the border the Hong Kong authorities can well reciprocate. A very considerable amount of quiet co-operation is given to the Chinese by the Hong Kong police on the border, and Chinese armed parties are frequently allowed to pass through British territory, where road communications are better, when going from one point in Chinese territory to another.

The Hwa Shiang Pao the principal leftist news- paper in the Colony, is again reported to be in financial difficulties, and is appealing to its readers for help. The Communists and other extreme-left elements in the Colony are being kept on their toes by the Hong Kong police who are maintaining the utmost vigilance.

Labour in Hong Kong remains fairly quiet but a number of small disputes are occurring regarding rehab- ilitation allowances (which have been reduced recently concurrently with a slight fall in the cost of living figures.).
