ment to take stringent measures for exchange control in Hong Kong on the lines of the economic police measures which are now being enforced in Shanghai. It has been made clear to them that such action is completely foreign to our traditions and practice and that the most we can contemplate is a notice to barks, warning them against irregular exchange transactions.

The Hong Kong China Customs Agreement, which has been partially hanging fire for more than six months Owing to disagreement over the patrol areas delineated on a map, is now within sight of settlement, the Chinese having at last shown signs of a more accommodating spirit. For its part this Government is ready to extend the validity of the agreement to compensate for the delay caused by this unfortunate misunderstanding.

An article written by Mr. William Bullitt, the former U.S. Ambassador to Russia is scheduled to appear in America in the September issue of Fortune magazine, a Luce publication. This article entitled "Hong Kong Boom, China Bust" blasts Hong Kong as the major leak in China's economy, and might have unfortunate effects upon Hong Kong's relations with China. The State Department have shown themselves appreciative of what Hong Kong has done by way of co-operation with a corrupt and chaotic China, and did their best to prevent the appearance of the article. Dr. T. V. Soong Governor of Kwangtung also tried. The joint efforts of the Chinese, American and Hong Kong Governments may prevent the matter becoming a cause of controversy. This Government proposes to limit any reply it has to make to Bullitt's charges to a factual statement of the measures taken by Hong Kong at China's request to assist China.
