I have reed with icterest the despatch
No.19 of 28th may last addressed by His Excellency,
The Governor of Hong Kong, to the secretory of state for the Colonies on the subject of the activities of the Kuomintang in the Colony.

This report of the constant efforts of the Kuomintang to interfere in internal affairs of the Colony and to exercise its influence over the Chinese community plainly illustrates the difficulties with which the Hong Kong Government le continually faced in its administration. I fully agree with the views expressed/sir`Alexander Oranthan regarding the principles upon which the attitude of the Governant of the Colony should be based with regard to Activities of the Kuomintang, no lose than towards the agents of other political groupe, in the Colony. I feel that it is largely due to the one and discreet application of these practical counsels of moderation and pat lence that law and order have been go successfully maintained in the territories of hong Long in the faoo of the numerous auditional complications created by extraneous politionl factors.
