Mr. Paskin's minute at the beginning of the file, in which he concluded that the question of development in the New Territories should be considered as a principle with the Foreign Office and Treasury, was occasioned by consideration of the Tai Lam Chung reservoir scheme on 53687/48. (h/w)

2. Action was deferred until the Cabinet should have considered the Paper on the future of Hong Kong, which was expected to cover this point. In the event it did not, but concerned itself almost entirely with what may be called the Foreign Office side of the problem; and the Cabinet concluded that no long term policy is at present possible, but that we must stand on our determination to remain in Hong Kong in the absence of conditions in which the Colony's future can be discussed with a friendly and s table Chinese Government.
