Dear Sir Sidney,
Thank you for your letter of 7th May, 1948. I entirely agree with the addition to paragraph 7 of the Draft Case, which you suggest. I have according- ly altered the last sentence of paragraph 7 to read as a quotation from Mr. Lockhart, and have added two sentences to that quotation to cover the point which you mention. In the circumstances I do not suppose that you want to see this paragraph again before it is included in the final text.
I am now enclosing a retyped draft of the paragraphs of the Draft Case for submission to the Law Officers of the Crown, altered on the basis of the discussion which we had in Mr. Beckett's room on 5th May, 1948. I should be grateful if you would kindly return the draft paragraphs together with your comments. I am enclosing a carbon copy of these draft paragraphs for your tention. I am not enclosing either the telegram from the British Defence Coordination Committee or the memorandum left by the Chinese Embassy at the Foreign Office on 28th April, 1948, because I understand that you already have copies of these documents.
As soon as I have your comments I think I shall be able to have the whole case and the "attached papers prepared for signature and submission to the Law Officers.
