My ia ediately preceding telegram.
keport has been received that Naqueh "magistracy"
of Hongkong has notified inhabitants of Kowloon City to
Move to Koushihling within the limit of one week.
Although Hongrong Government has built new houses
for people free this denies them the right of free resi-
dence within the city and therefore peuple are all in a
state of panic.
I have already asked you, according to Treaty, in a
note of July 27th laut imediately to request longsong
Government to withdraw procosal ordering sople to
evacuate and to this I received your reply.
Now Hongkong Government have again issued a notice
to force people to evacuate wit in a given period and this
is obviously an intri gement of treaty stipulations and of the spirit thereof. In consequence people in the said
city are very frightened and disturbed and I have the
honour to request you to telegraph as soon as may be to
Hongkong Government t. abolish this pro osal and thus to
ullay the fears of the people and maintain friendly
relations.
I also have the honour to request favour of a reply.
