Your telegram No. 333 [of 9th April], paragraph 5.
On the facts stated in Canton despatch No. 1 to you of 22nd January, we consider that there is sufficient evidence of failure by the Chinese authorities to take adequate precautions to justify a formal rejection of their disclaimer of responsibility. There is in particular the unexplained delay in despatching police to the scene of the rioting after the Consul General had asked the local authorities for assistance. You may therefore act as suggested. As regards the amount of compensation, please see my telegram No. 325.
