Dear Kinna,

I attach copy of a telegram that the Chancellor has received from Hanlihwu of Nanking a friend of the Chancellors, and who is (or certainly was) a Minister of some sort in the Chinese Government.

The Chancellor would be interested to have further information on the subject matter of the telegram.

I have written similarly to Watson of the Colonial office.
