With reference to your letter F.13999/154/10 of the 9th October, Scarlett, just before he went on leave, mentioned to me that the Chinese Ambassador here was pressing Sir Ralph Stevenson about the Kowloon City question, and I promised to send a short telegram asking the Governor of Hong Kong to let us have a reply to our secret priority savingram No. 200 as soon as possible, This was done on the 6th October, and copies have, I think, been sent to you.

As soon as we have the Governor's answer we will, of course, get into touch with you again, though wit I cannot guarantee that we can come to any final conclusion in time before Dr. Wang returns to China.
