Grateful for full report of conversatione with Loko ng than. Subject to concurrence of Governor, Singapore, I agree with suggestions in paragraph of your telegram under reference. At same time discretion may be left with Malayan delegate acting in

consultation with Stent who is fully aware of position, to offer Singapore for temporary H.Q. should Commission show signs of wanting to make a decision. Stent has

been instructed in this sense and you will doubtless instruct your delegate.
