dear Side botham,
I am sorry to have been so long in replying to your letter 54145/16/48 of the 23rd November about the Kowloon City question.
We are inclined to agree with the opinion expressed by Sir Ralph Stevenson in his telegram No. 1048 (a copy of which was sent to the Colonial Office on the 3rd December under our reference
(3.5) F 16966/154/10), namely, that the issue might be
left dormant at this juncture.
Meanwhile we are examining the implications of the proposal that the area might be handed over to the United Nations, and I will write to you further about this later.
